The international standard that says who asks whom for which information, by when, and where it is kept. It obliges no one on its own — but the Portuguese timetable (works contracts above the “wherever possible” threshold, mandatory from 2030) is making it the language the tender documents will come to speak.
In one sentence: ISO 19650 is the international standard for information management in construction works and built assets using BIM — it does not teach how to model, it defines the rules of the information contract between whoever pays and whoever designs (ISO, 19650 series). It grew out of the British BS/PAS 1192 family, of which it is the internationalisation (UK BIM Framework), and has been published since 2018. How far it is actually used in European procurement, we did not measure; in Portugal, we measured: none of 1,059 competition documents cites it (meta-concurso [measured]).
The series is divided by phases and functions. The dates and the scopes are those of the current international edition (official ISO page). Provenance note: the normative text is paywalled and was not read in full — the characterisations of parts 1 and 2 below follow the public guides of the UK BIM Framework, and those of parts 3 to 5 follow the scopes published by ISO.
A practice that already names an information manager, delivers files with controlled names and versions and answers an EIR with an execution plan is meeting most of Part 2 — even if it has never opened the standard's PDF. The remaining jump is almost always documentary, not technological.
Nothing today, as far as the standard goes. What exists is a timetable of BIM mandates that will make the standard appear in tender documents:
And the figure that measures the real state of the market: in 1,059 documents from 705 architecture competitions (2010–2026), read in full, zero cite ISO 19650 — neither COBie, nor LOD, nor CDE (meta-concurso [measured]). The standard is the future vocabulary of Portuguese procurement; in the present, almost no one speaks it yet. Whoever learns now learns without pressure, with years of advantage.
No. It is voluntary: no Portuguese law imposes it, checked on 2026-09-03 against the Diário da República, Portugal's official gazette. What the law schedules is the BIM mandate (2030, in building permitting) — and when tender documents start demanding BIM in normative vocabulary, this is the standard they will cite. It is already legible in the requirements of six European public clients we analysed document by document — Germany, Spain, Norway, Sweden, the Netherlands and the Basque Country (Public BIM in Europe [measured]).
Answer an EIR with a BEP and work on a CDE — see section 2 above. No mandatory software, no certification of people, no mandatory 3D model: the standard manages information, not modelling.
BIM is modelling with information; ISO 19650 is the contract that organises who asks for that information, from whom and by when. There is plenty of BIM out there without a line of ISO 19650. In Portugal we did not measure what practices do — we measured what clients ask for: none of 1,059 competition documents (2010–2026) cites the standard (meta-concurso [measured]).
Parts 1, 2 and 3, yes — NP EN ISO 19650 published in May 2025 by CT 197. It is the national strategy (RCM 89/2026), no threshold and no mandate. The timetable is in DL 10/2024, as amended by DL 108/2026: public works contracts above €5,404,000 already owe a BIM model “wherever possible”, and the general obligation in building permitting arrives in 2030. For a small practice, what changes is public procurement: when those requirements start appearing in tender documents, they come with EIR and BEP. Answering a BEP well is a documentary skill that is learned before there is pressure — or after, at a disadvantage.
