Public BIM in infrastructure: how Europe demands it, in six portals

The data from six official portals of public infrastructure clients — federal Germany, state-level Spain, the Basque Country, Norway, Sweden and the Netherlands — was collected directly from the sources and compared to understand how each turns BIM into a procurement requirement. The distance between them is not one of political will: it is one of technological generation of the requirement itself.

Three generations of requirement

Spain: from 215 to 1,232 BIM tenders in seven years

Since 2018, the number of Spanish public tenders with BIM requirements has multiplied by 5.7, and the associated investment by 9.6. Plan BIM made BIM mandatory across the Administración General del Estado and the leadership changed hands: until 2022 the regional level led, since 2023 it is the state level.

In the 2nd quarter of 2025, with fifteen months of mandatory BIM in the state administration, 356 tenders and €1,544M were added. The 2024 breakdown: €2,388M state, €735M regional, €974M municipal.

Germany: the requirement sits in execution and can be validated

The federal database (BMDV BIM-Portal) defines 3,439 levels of information need — one per combination of object type, phase (LPH 1–9) and requirement level (basic, AwF 100, AwF 120). 3,388 come from the roads; the railway and the waterways have barely entered.

The most specified phases are site supervision (LPH 8, with 822 LOIN) and detailed design (LPH 5, with 708) — the profile is 4D/5D: schedules, quantities and costs, coordination of disciplines, progress and quality control. A classification trio (object type, class and object group) appears in 3,407 of the 3,439 records, accompanied by 6,865 IFC mappings: the bridge to validating models automatically.

Norway, Sweden and the Netherlands

The Statsbygg SIMBA is the most complete requirements tree outside Germany: numbered chapters, role-by-role guidance — including the bidder — and a dedicated section of machine-verifiable requirements. Sweden publishes the specification as versioned TDOK (77 documents of strategy, requirements and information management); the Netherlands organise it into ten sets of data requirements, from CAD to topography, invoked directly by the contract. The Basque Country is the only one of the six to publish what happened — a directory of 38 projects with declared results, framed by its Plan BIM 2026–2030.

What it means for an Iberian bidder

European backdrop: the EU BIM Task Group publishes the reference handbook for public clients in more than ten languages, including Portuguese.
